Official launch and signing of five (5) One UN Joint Programmes

The Government of Rwanda and the One UN Rwanda today signed a financial agreement that will support five projects in different sectors. The financial support worth US$ US$ 71,060,179 Million is part of the US$ 400 million United Nations Development Assistance Program (UNDAP) 2013- 2018 agreement signed in June last year by the Government of Rwanda and the One UN in support of the EDPRSII.

The Joint Programmes that were signed today are the following:

1. Support to the Development and Implementation of a Green Growth and Economy Approach to Rwanda’s Economic Transformation

The Joint Program, worth US$ 10,921,349 for 4 years, will support Rwanda to put in place improved systems for sustainable management of the environment, natural resources and renewable energy resources and energy access, to achieve greater environmental and climate change resilience. The Government of Rwanda identified the need to pursue a green economy approach to economic transformation by reducing economic costs through on going ‘green’ and exploiting new ‘green’ economic opportunities

2. Support to the Ministry of Disaster Management and Refugee Affairs (MIDIMAR) to address Disaster Management

This joint program worth US$ 5,597,336 for 4 years will reinforce and develop MIDIMAR’s capacity to fulfill its mandate and implement the national disaster management policy, which was developed in 2012. It will also enable MIDIMAR to coordinate disaster management and facilitate mainstreaming of disaster risk management in national programmes, policies and plans as stipulated in the EDPRS II.

3. Preventing new HIV infections and promoting Sexual and Reproductive Health (SRH), with special attention to Women and Youth 

The joint program worth US$6,677,000 for 4 years aims at providing a catalytic technical and financial support to government institutions, civil society organizations and the private sector to accelerate the prevention of new HIV infections, to promote new interventions such as medical male circumcision, to improve access to HIV prevention, GBV as well as sexual and reproductive health services with a particular focus on key population groups where new HIV infections are expected much more

4. Strengthening Health, Population and WASH Systems with Improved Governance, Analysis and Monitoring for results

This joint programme worth USD 24,042,500 for 4 years will emphasize effective, sustainable, replicable and results-oriented approaches to health sector development through strengthening government institutions and innovative processes. Key strategies that will be employed to attain the proposed results include evidence-based advocacy targeting reviews of policies and strategies to improve service delivery

5. Support to the development and implementation of value chains program in Rwanda

This programme worth USD 23,821,994 is in line with the economic transformation agenda of the Government which is one of the main strategic pillars of the EDPRS II. Development of regional and global value chains has been identified as an important instrument for economic transformation, inclusive growth and deeper poverty reduction, with development of the agro-industrial, manufacturing and tourism sectors particularly targeted for this purpose.   

The intended objective of these joint programmes is to contribute towards Rwanda’s Inclusive Growth, Human Development, Humanitarian and Disaster Management goals as encapsulated in Vision 2020 and EDPRS 2”, said Mr. Lamin M. Manneh, UN Resident Coordinator in Rwanda.

These Joint Programmes bring together all the sister UN agencies in Rwanda, including UNIDO, FAO, UNDP, UNEP, UN-HABITAT, UNECA, UNESCO, UNCTAD, WHO, UNHCR, WFP, UNICEF, WHO, UNAIDS, UNFPA, UNESCO, WHO, UNWOMEN, ILO, FAO, UNIDO, ITC, UNCTAD, UNECA, ILO, UNCDF into joint actions based on comparative advantages each possesses in responding to the expressed needs in the different programmes.
